There isn't any way to farm cloutium specifically. You just have to mine everything as fast as you can, and 1% of what you mine will be cloutium. Just scale up your mining. I put down 50 T1 drills on the surface. T1 drills are cheap and you'll have more than enough money for pipe and conveyors.

The scale has rounding errors. Sometimes adding two ores 2.5 and 2.5 can give 4.99 on the scale.
